The desktop software is different from the Android apps and does not sync. Any charts you enter into one must be re-entered into the other. The desktop software offers many more features than the Android apps and doesn't require the internet to run.
You can download the Android app and sign up for a free, monthly, or annual subscription. The monthly subscription is $3.99 a month and the annual is $34.99 and gets you unlimited access to the app's features. The Android app and TimePassages Online sync.
