I bought the Pro app or an Unlimited Feature in the Free app and I'm still being charged.

If you purchased the TimePassages Pro app or an Unlimited Feature, you do not have to purchase these products again.  With your Apple ID, Apple will remember your original purchases.  

If you have the Pro app, go to the app store on the new device and try to purchase the TimePassages Pro app again with the same Apple ID.  Apple will remember your original purchase and you will not be charged again.  You have to use the same Apple ID (e-mail) as before.

If you own the Unlimited Features, go to Settings in your Free app and Restore Unlimited Upgrades.

Always back up your charts through iTunes or iCloud before you change or upgrade devices and then you can restore.
