There is a feature that we use that places planets into the next house if within 3 degrees of the next house cusp. This treatment is supported by many astrologers. We feel it is, in fact, more accurate, but it is of course optional. In order to adjust or turn off this feature in TimePassages, look for House Cusp Margin in the Settings tab. A setting of 0 will turn off the feature.
